[Vbsl] Automatic Timing Systems - Timecards

I think making the log is a much safer bet then giving them the slips.  We 
did a log, just as in USA swimming and it was easy and made it easy to 
verify that DQ's were accurate on the results before we posted them.  I 
would be leary of DQ slips that get separated from lane/time sheets- sounds 
like a good way to get things lost.
